Second you must have a government with rules and regulations. You must cooperate with other territories and lands.

You must have currency, a flag, anthem, emblem and capital city 

You must have a proper language.

You must have clearly stated and defined laws to help manage your country.

You must have a form of defence (e.g. National Guard, Police, Army, Navy).

It is obligatory for children to study till primary school so you must have schools.

You must have a state seal and national symbol.
