In Atlantis, the fish, the mermaids, and the seahorses were constantly fighting.

It was obvious they ofishially needed a new style of government.

One day the fish, whom were pacifishts, were exploring in the deep ocean for something to stop the civil war. As they were swimming, they saw a water proof document hidden under the rocks.

When the fish took a closer look at the document, they reelized, the document included parts of a government polisea.

The Constitution

After seaing this, they took the document back to Atlantis for the mermaids to read.

When the fish returned, the seahorses still saw the mermaids as their nemosis, so, the fish showed them the document they had found under the rocks.

The seahorses and mermaids were most shoretainly intrigued by the document. They decided to fix the civil war in Atlantis by establishing a government. The mermaids worked together with the seahorses to decode the paper.

Step 1:

Give power to the fish! Allow the fish to be represented by a panel of fishes. These fish must be 30 years old and live in the city of Atlantis. Each School of fish will be represented by 2 fish in the house and a number of fish to represent the population of each school.

Reading the first step of the Constitution, the three different species spoke together and chose representatives for each school of fish. Each of the schools chose 2 representatives and then a number of representatives depending on the population of their school. Each of the representatives were at least 3 years old.

Step 2:

Choose A Powerful Fish Leader. This fish leader will be put onto a ballot and elected every four years. A single fish can only serve two terms. This fish must be 4 years old and have been born in Atlantis. This fish will have many duties as the president of the fishes and thus, will get a secondary leader of his choosing.

As the sea creatures were reading this, they chose a mermaid to take the place of the "president". This president chose a merman to be her vice president in case anything happened to her.

Step 3

Establish a Court System. Allow fish to be on the supreme court, which is a Powerful group of creatures that decide if something that another creature did was fishy and Unconstitutional. There will be nine fish running the supreme court.

After reading step 3 of the Constitution, the fish decided to create a panel of sea creatures.

Step 4

Keep the interaction of the schools friendly. The Representatives from each School need to make sure that the creatures in each school know their rights and that they are free to do as they please as long as they listen to the Constitution.
