WHAT TO KNOW:
Professional Growth and Effectiveness System
- -It establishes a new process for intervening in low-performing schools and would repeal the influence of the Common Core in state classrooms.
- -Revisions would be made to the Kentucky academic standards in 2017-18 and every six years after that by teams of educators from public schools that would recommend changes, with suggestions from citizens.
- -A new assessment system would still rate schools but wouldn’t use a single numerical score that ranks schools against each other.

- -The bill allows local districts to create their own evaluation systems for teachers, principals and other staff aligned with a statewide framework. Evaluation results will not be reported to the state education department.
- -Requires local school boards to adopt guidelines for its superintendent to use in implementing the system
- -Teachers who have not attained continuing service status would be evaluated annually. Teachers with continuing service status, principals and assistant principals would be evaluated every 3 years.

- -Requires the Department of Education to provide assistance in implementing RTI system only if requested by the local school district.
- -Expands the web-based resources KDE maintains to include information regarding advanced learners and ensuring they are able to continually progress.

Assessment
- -Requires a college admissions and placement exam to be given in the fall of grade 9 and requires the KDE to pay for it.
- -Bill removes language regarding comparisons on norm-referenced exams.
- -Annual student test must be given to measure student achievement in language arts, reading, English, mathematics, science, and social studies at designated grades.
