In the underwater city of Mertopia, two evil mermaids, Bob and Mary, become king and queen. They plan to rule the world but their plans are thwarted by a brave maid who rescues the former rulers and exposes the new rulers' evil intentions.

Jimmy Bob, an ugly monster dolphin, seeks friendship and finds it with Mary Andle. They become best friends and fight crime together.
